» In 2009, Asean established a long-awaited regional human rights body in the form of the Asean Intergovernmental Commission on Human Rights (AICHR). This commission has now undertaken a self-assessment of its work in recent years, and it covers some of the innovative measures identified below. Complementary to AICHR, there also came into being the Asean Commission on the Rights of Women and Children (ACWC) and other sectoral bodies.

» The beginning of last week witnessed the signing ceremony of the Memorandum of Understanding (MoU) on the Determination of Measures and Approaches Alternative to Detention of Children in Immigration Detention Centres by seven key agencies in Thailand, namely: the Ministry of Foreign Affairs, the Ministry of Social Development, the Ministry of Interior, the Ministry of Education, the Ministry of Health, the Ministry of Labour and the national police (which deals with immigration).
Can Asean deal with international crimes?

» The issue of accountability for international crimes has come to the fore poignantly with the report of the UN's Independent International Fact-finding Commission on Myanmar. The Commission finds that there are reasonable grounds to believe that genocide, crimes against humanity and war crimes have been committed in the country, particularly impacting on the Rohingya community in Rakhine state. Significantly, it calls upon Asean to "develop strategies to ensure accountability for perpetrators of crimes under international law, including through sustained engagement with Myanmar and support for an international justice mechanism".
UN's next human security challenge

» The security of the human person -- "human security" -- is of paramount concern whether in war or peace. As a notion to guiding international and national development since the 1990s, it has gained traction in underlining freedom from want, freedom from fear and freedom to live in dignity. It is thus auspicious that the Ministry of Foreign Affairs is organising a key international conference tomorrow on human security and sustainable development, sharing and learning between international, regional and national experiences.

» A key achievement of the Charter of the Association of Southeast Asian Nations (Asean) in 2007 was to open the door to the establishment of a regional human rights body — an Asean human rights mechanism. Subsequently, the Asean Intergovernmental Commission on Human Rights (AICHR) was set up pursuant to the Terms of Reference (TOR), adopted by Asean in 2009.
