» The plan to help consumers adapt to digital television broadcasts has taken more turns than a Formula One race circuit. In the latest confusing chapter, the National Broadcasting and Telecommunications Commission (NBTC) said it was again changing its plan to alter the value of subsidy coupons from 1,000 baht each to 690 baht. That decision was announced six weeks after the NBTC announced it was changing the value of each coupon from 690 baht to 1,000 baht.

» The first stage of switching radio and TV broadcasting from analogue to digital has had mixed results. In general, the broadcasters have more than fulfilled their duties. TV stations have added digital programming with only minimal start-up problems. Many radio stations are set to do the same. The job of informing the country and getting TV sets up and running has not gone nearly so well. And now a consumer subsidy designed to help the switchover has instead added more problems and unnecessary cost.
