Whether Thailand ranks second or first globally — compared with Libya (Thailand probably actually comes first due to an estimated 42% of fatalities not being reported annually) in the rate of deaths due to road accidents — makes no difference. The truth is that road fatalities are at an unacceptably high level and very little is being done about it.
