    » The Royal Thai Navy is once again pressing to buy three submarines from China. The defence minister, not at all surprisingly, supports this new military upgrade. It would be a terrible mistake and misuse of 36 billion baht, or possibly more, of the public's money. Realistically, the only thing preventing an almost instant purchase is Prime Minister Prayut Chan-o-cha. He has put off this scheme before, and should do so again, but more forcefully.

    Rid English of rote-learning

    » Education authorities are going to try again to bring up the standards of English proficiency. Two notable decisions have been announced in the past week. Government schools, beginning in November, will increase the amount of time teaching English to the youngest students by five times -- five hours a week instead of the current one hour. The Khurusapha Teachers Council decided that it must re-test every English teacher in the system, foreign and Thai, to make sure they are qualified in the language, and have the proper documentation.

Last week, a government-authorised team led by Gen Aksara Kerdpol met a number of representatives of well-known military groups. The public ceremony took place in Kuala Lumpur, and was largely organised and arranged by the Malaysian government. The contacts are tentative, and not yet even called peace talks. There is an essential ingredient missing before the contacts can make significant progress.
