A civilian-led agency -- with foreign assistance -- has been created, the National Enterprise for Humanitarian Assistance, Resettlement and Development in Rakhine State, which will deliver aid to the refugees, oversee their return and help resettle them. Ms Suu Kyi made the announcement in a televised address to the nation last Thursday.
