» Doubts as to whether new North Korean leader Kim Jong-un will follow along the curious foreign policy trail blazed by his father, the late Kim Jong-il, seem to have been erased when Mr Kim's government announced earlier this month it would launch a satellite in mid-April to commemorate the 100th anniversary of the birth of Kim Il-sung, the country's founder. The announcement flies in the face of an agreement made at the end of February with the United States that North Korea would desist from carrying out nuclear or missile tests and suspend uranium enrichment activities in exchange for food aid. The planned satellite launch goes against the spirit of the agreement and UN Security Council Resolution 1874 because it would use ballistic missile technology, and no one doubts that the real purpose of the launch is to test the North's most advanced version of such technology. As noted by Mark Fitzpatrick, an analyst at the International Institute for Strategic Studies, because ballistic missiles and rockets in satellite launches share the same bodies, engines, launch sites and other development processes, they are intricately linked.
