» We don't know when the next epidemic or pandemic will hit, or where the next infectious threat will emerge. But we do know that the nature of the threat is constantly evolving. One of the most sobering takeaways from this year's Munich Security Conference was that AI-enabled gene editing has radically lowered the barrier to developing genetically engineered bioweapons. We must prepare to live with even deeper uncertainty about whether emerging infectious threats are natural or man-made, and whether they have been accidentally or deliberately released.

In Asia and the Pacific, Bangladesh was the worst-hit country, with about 33 million people affected by lower crop yields that destabilised food systems, along with extensive school closures and many cases of heatstroke and related diseases. Children, the elderly and low-wage earners in poor and densely populated urban areas suffered the most, as they generally had less access to cooling systems or to water supplies and adequate healthcare. India, too, was badly affected, with around 700 heat-related deaths mostly in informal settlements.

The catastrophic 2011 floods remain the most painful reminder: according to the World Bank, they caused US$46.5 billion (1.5 trillion baht) in economic losses, displaced 13 million people, and claimed approximately 800 lives. Much of the country's industrial heartland was submerged for months, severely impacting global supply chains.
