» Sandeep Singh has been stuck in his sister's house in outer Delhi for weeks. The resident of a village in Haryana state just across the border from the Indian capital, he has not dared to visit his family there since April 28 when the Haryana government sealed its borders with Delhi and banned interstate travel.
