» เกษตรกรชูต้นกล้าของข้าวที่สมบูรณ์ให้ช่างภาพถ่ายภาพที่โครงการศูนย์ศึกษาการพัฒนาพิกุลทอง เป็นโครงการอันเนื่องมาจากพระราชดำริ เพื่อพัฒนาพื้นที่พรุในจังหวัดนราธิวาส โดยมีที่ตั้งโครงการ อยู่ที่ ตำบลกะลุวอ อำเภอเมืองนราธิวาส จังหวัดนราธิวาส[2]พระบาทสมเด็จพระเจ้าอยู่หัวฯ สมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ พร้อมด้วยสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี สมเด็จพระเจ้าลูกเธอ เจ้าฟ้าจุฬาภรณวลัยลักษณ์ อัครราชกุมารี เสด็จพระราชดำเนินแปรพระราชฐานประทับแรม ณ พระตำหนักทักษิณราชนิเวศน์ จังหวัดนราธิวาส ในระหว่างวันที่ 18 สิงหาคม - 3 ตุลาคม พ.ศ. 2524 พระองค์ได้เสด็จเยี่ยมราษฎรโดยทั่วไปในเขตพื้นที่จังหวัดนราธิวาส ทอดพระเนตรเห็นสภาพพื้นที่และความจำเป็นที่จะยกระดับความเป็นอยู่ ภาระเศรษฐกิจของประชาชนในพื้นที่จังหวัดให้ดีขึ้น จึงมีพระราชดำริและพระราชกระแสรับสั่งต่อเจ้าหน้าที่และผู้ติดตามเสด็จ ให้พิจารณาปรับปรุงกิจการพัฒนาด้านต่าง ๆ โดยเฉพาะการพัฒนาพื้นที่พรุ ด้วยพื้นที่จำนวนมากในจังหวัดนราธิวาส เป็นที่ลุ่มต่ำมีน้ำขังตลอดปี ดินมีความอุดมสมบูรณ์ต่ำ ซึ่งมีเนื้อที่ ทั้งหมดประมาณ 300,000 ไร่ ประชากรจำนวนมากไม่มีที่ทำกิน แม้เมื่อระบายน้ำออกหมดแล้วยังยากที่จะใช้ประโยชน์ทางการเกษตรให้ได้ผล ทั้งนี้เนื่องจากดินมีสารไพไรท์ทำให้เกิดกรดกำมะถัน เมื่อดินแห้งทำให้ดินเปรี้ยว ควรปรับปรุงดินให้ดีขึ้น ดังนั้นจึงเห็นสมควรที่จะมีการปรับปรุงพัฒนาโดยให้หน่วยงานต่าง ๆ ที่เกี่ยวข้องเข้ามาดำเนินการศึกษา และพัฒนาพื้นที่พรุร่วมกันแบบผสมผสาน และนำผลสำเร็จของโครงการไปเป็นแบบอย่างในการที่จะพัฒนาพื้นที่พรุในโอกาสต่อไปการสนองพระราชดำริ ได้มีการร่วมประชุมระหว่างจังหวัดนราธิวาส และ สำนักงานคณะกรรมการพิเศษเพื่อประสานงานโครงการอันเนื่องมาจากพระราชดำริ เพื่อกำหนดนโยบายเกี่ยวกับการจัดตั้งโครงการศูนย์ศึกษาการพัฒนา โดยให้ชื่อว่า "ศูนย์ศึกษาการพัฒนาพิกุลทอง" สำนักงานคณะกรรมการพิเศษเพื่อประสานงานโครงการอันเนื่องมาจากพระราชดำริ ได้นำนโยบายดังกล่าวไปประสานหน่วยงานที่เกี่ยวข้องเพื่อศึกษาปัญหาในพื้นที่ และสรุปเป็นข้อเสนอแนะโครงการ ขออนุมัติจากคณะกรรมการพิเศษเพื่อประสานงานโครงการอันเนื่องมาจากพระราชดำริ และได้อนุมัติหลักการเมื่อวันที่ 6 มกราคม พ.ศ. 2525 เป็นต้นมาPublished caption : A farmer harvesting paddy in Narathiwat province.
