The problem is not so much about pushing ahead with 3G, but what to do with the existing 2G infrastructure.

» PM's Office Minister Sathit Wongnongtoey decided right out of the blue to call on the Magnificent Seven to get their act together and press ahead with an auction of third-generation phone bandwidth, and to heck with the consequences, constitution and so on; the National Telecommunications Commission, in his opinion, needs to move along because the public needs 3G. The National Telecommunications Commission chuckled at Mr Sathit, and made another decision to delay another project, this one the application by No 1 yuppiephone network Advanced Info Service of Shingapore to fire up its proposed roaming service with your TOT; the problem was so important that the NTC gave it to a deputy secretary, Thakorn Boonyasith, who said the proposed new TOT-AIS hookup could violate the terms of the old TOT-AIS concession; AIS wants to suck up most of the TOT's 3G bandwidth, such as it is, in return for which it will allow other customers to use AIS facilities for calls outside the small corner of Bangkok where 3G is actually available.

» Prime Minister Abhisit Vejjajiva announced that he expects third generation phone service before New Year's Eve; he then announced why there probably won't be any; in a speech to mark the fifth anniversary of the Magnificent Seven National Telecommunications Commission, Mr Abhisit set out the conflicting criteria he expects to see in Asia's last, most dysfunctional 3G campaign: service before the end of the year after fair bandwidth auctions that favour small Thai telecom operators; on one hand, "3G services can no longer be postponed," he insisted, but on the other, the NTC must bias bidding to favour a more competitive structure; the English translation of this speech: DTac of Norway and AIS of Shingapore have way too much market power now and 3G contracts must show that.

» She earned the title of Thailand's Best Information and Communications Technology Minister of 2009, and just two weeks into the new year, she showed she has no intention of slowing down; Thailand, declared Ranongruk Suwanchwee will definitely have third generation phone service in 2011, or if not, then in a year shortly thereafter; as Korea, Japan and other countries worked on startup up 4G service, Mrs Ranongruk insisted that 3G service for Thais was a top priority, and she fully intends to spend 20 billion baht this year alone.

A small price to pay

» Your TOT board put huge red Xs across all the recent auctions and three billion baht worth of contracts to build a fibre-optic network for broadband Internet, and vowed to call new contracts; the decision followed remarks by Prime Minister Abhisit Vejjajiva over the high prices of some of the bids, and your TOT will be certain to write new terms of reference for new auctions; the rather complicated auction was run in portions, for various parts of the country, but luckily for TOT turned out to total 3.03 billion baht, a full 0.01 billion below the budget; now they will have to do it all again, and despite what Mr Abhisit says, prices do go up, don't they?

» Never in Thai history has a story that didn't happen so dominate the news and clearly emerge as the Technology Story of the Year; just before the New Year, your TOT flipped a switch that started providing bandwidth of the third-generation kind in a couple of obscure corners of Bangkok, but in truth, 2009 was the year that Laos and Cambodia totally humiliated the telecoms state enterprises by leaving Thailand a far, distant last among Asian countries providing 3G service to yuppiephone subscribers.
