» กรมสอบสวนคดีพิเศษ โดยกองคดีการค้ามนุษย์ ร่วมกับเจ้าหน้าที่ทหาร เจ้าหน้าที่ฝ่ายปกครองและหน่วยงานที่เกี่ยวข้อง นำหมายจับและหมายค้นเข้าตรวจค้นจับกุมผู้ต้องหากระทำผิดฐานค้ามนุษย์ และตรวจค้นสถานบริการ “สถานอาบอบนวด วิคตอเรียซีเครท”วันที่ 12 มกราคม 2561 พันตำรวจเอก ไพสิฐ วงศ์เมือง อธิบดีกรมสอบสวนคดีพิเศษ ได้มอบหมายให้ พันตำรวจเอก ทรงศักดิ์ รักศักดิ์สกุล รองอธิบดีกรมสอบสวนคดีพิเศษ เป็นผู้บัญชาการเหตุการณ์ นำกำลังเจ้าหน้าที่กรมสอบสวนคดีพิเศษ เจ้าหน้าที่ทหาร เจ้าหน้าที่กรมการปกครองและหน่วยงานที่เกี่ยวข้อง นำหมายค้นและหมายจับของศาลอาญา เข้าตรวจค้นสถานอาบอบนวด วิคตอเรียซีเครท เพื่อจับผู้ต้องหาตามหมายจับ คือ นายกบ ไม่ทราบนามสกุล และหาพยานหลักฐานประกอบการดำเนินคดีกับผู้ต้องหาและผู้เกี่ยวข้อง คดีนี้สืบเนื่องมาจากการร้องขอของมูลนิธิพิทักษ์สตรี ให้เข้าช่วยเหลือเหยื่อที่เป็นเด็กหญิงชาวเมียนมา กรมสอบสวนคดีพิเศษจึงดำเนินการสอบสวนและรับเป็นคดีพิเศษที่ 43/2560 โดยพฤติการณ์ทางคดี เป็นการกระทำความผิดในลักษณะที่มีความเกี่ยวข้องกันระหว่างประเทศไทย เมียนมา และมาเลเซีย มีการนำพาเด็กอายุต่ำกว่า 18 ปี เข้ามาค้าประเวณีในประเทศไทย เริ่มจากการนำพาเข้ามาขายบริการในการให้เปิดบริสุทธิ์ ก่อนที่จะนำมาค้าประเวณี ณ สถานอาบอบนวด วิคตอเรียซีเครท ซึ่งเข้าลักษณะความผิดฐานค้ามนุษย์ อันเป็นความผิดที่กระทำลงนอกราชอาณาจักรไทย ซึ่งอัยการสูงสุดได้มอบหมายให้กรมสอบสวนคดีพิเศษเป็นพนักงานสอบสวนผู้รับผิดชอบ พร้อมแต่งตั้งพนักงานอัยการร่วมสอบสวนกับพนักงานสอบสวนคดีพิเศษในขั้นตอนของการสัมภาษณ์คัดแยกเหยื่อซึ่งเป็นผู้เสียหาย และการสอบสวนผู้เสียหายซึ่งดำเนินการโดยสหวิชาชีพ ได้ให้รายละเอียดและข้อเท็จจริงว่า ได้ถูกนำมาค้าประเวณีที่สถานที่แห่งนี้ตั้งแต่อายุ 12 ปี ตลอดจนการสืบสวนสอบสวนมีข้อมูลชัดเจนถึงกลุ่มผู้กระทำผิด อันนำไปสู่การขออนุมัติศาลอาญาออกหมายจับผู้ต้องหารวม 7 ราย โดยหนึ่งในผู้ต้องหา ปัจจุบันทำงานอยู่ในสถานบริการแห่งนี้ และมีพฤติการณ์ในลักษณะของการเชียร์แขก และสถานบริการแห่งนี้จากการสืบสวนมาก่อนพบว่า มีการลักลอบค้าประเวณี ในการเข้าจับกุมจึงได้ประสานกับเจ้าหน้าที่กรมการปกครอง เจ้าหน้าที่ทหาร และหน่วยงานที่เกี่ยวข้อง เพื่อเข้าตรวจค้นและจับกุมในความผิดตามพระราชบัญญัติป้องกันและปราบปรามการค้ามนุษย์ พ.ศ. 2551 และพระราชบัญญัติป้องกันและปราบปรามการค้าประเวณี พ.ศ. 2539****************************************************************Published caption : A room installed with a large jacuzzi at the same massage parlour in Bangkok is inspected by DSI officers investigating the illegal sex trade involving minors.
