    » How about some boats along the Andaman coast stock up on water bottles and travel out to sea to hand them out? At the beginning of WWII, there was a rag-tag flotilla of privately owned boats which went from the English coast to the Dutch coast to pick up soldiers who were facing death. Those boats’ skippers didn’t wait for an official nod to do so. Granted, it was a different scenario, but the similarity to today’s scenario is that hundreds of people are facing death.
