    » The cabinet set its first mobile meeting for the weekend amidst hope it can get some business done. The meeting convened in Chiang Mai. This happens to be the home province of Prime Minister Yingluck Shinawatra, although that is more coincidence than planning. The official opening on the weekend of the flood-delayed Royal Floral Ratchaphruek drew many senior officials and the public alike, so the meeting was planned around the exhibit.

    Transport Co is taking the wrong route

    » The Transport Co chief apparently has many problems to sort out. The state enterprise firm is trying to crack down on illegal vans running inter-provincial services. According to its own estimation, about 6,000 vehicles provide such services despite having no licence or approval from Transport Co, the agency responsible for inter-city routes. Thus far, it has successfully forced many of them to operate under its control, but more are still on the roads. Transport Co and the Land Transport Department stand to lose money from those illegal passenger vans as they do not have to pay route concessions and fees to the agency. It is unacceptable to allow these illegal vans to compete for passengers with the ones legally approved by the agency.

    » We must hope that the dramatic spate of road accidents on the highways to the North and Northeast this week were not an indicator of what to expect in this year's fast approaching run-up to Songkran. No one doubts that there will be fatalities and that most of them will involve motorcyclists and be fuelled by alcohol abuse. But our attitude to road safety must remain positive and reflect the fact that loss of life and mangling of bodies during national celebrations can be avoided if we do what we must. And that should begin with a huge investment in compulsory driver education that starts in school, combined with strict enforcement and upgrading of existing laws and the introduction of specialised new ones.

Although I am not an expert, I believe this has something to do with the government's first-car scheme. The programme allows new car buyers to claim tax rebates of up to 100,000 baht per vehicle per person. Since its inception, more than one million new vehicles have been purchased, or about 30,000 new cars a day. By the end of this year, the number of the "first cars" is likely to exceed 1.2 million.
