But consistent with his other promises solemnly sworn as exculpatory excuses in May 2014 of long overdue reform, didn't Prime Minister Prayut Chan-o-cha already reform all that sort of thing years ago?

Case and point: the Thai Military Bank has decided to engage in an "excessive fee" (for any tourist, businessman, employer, employee or expat) when making a withdrawal from an international overseas account via an ATM machine.
