» Amidst the global turmoil happening today, it is easy to yield to a sense of despair and despondency. Yet, there are positive changes at the national-local level which seem incremental at first glance, but which are, in reality, monumental; they act as a gentle palliative projecting hope. On this front, Thailand experienced a sense of elation a year ago, when the possibility of same-sex marriage became the norm in the country due to reform of the Thai Civil Code.

Regrettably, there is the disconcerting malpractice whereby those who have been granted refuge or asylum in a neighbouring (or other) country are pushed back or repatriated to the country of origin or areas of danger, without adequate guarantees of safety and dignity.

Yet at times there are paradoxes, exemplified by the push-back of Cambodian refugees recently, the current threat to send back a Vietnamese Montagnard refugee, and the ominous clouds pressing insidiously for the forced return of Uyghur refugees.

» Transnational repression is emerging as a critical concern for the world community, including the Asean region. Basically, it encompasses actions by state authorities and their agents to intimidate, harass and or harm those deemed to be dissidents -- usually their nationals -- who have sought shelter or are present in other countries.

Given that 2023 is already witnessing various global activities for the 30-year milestone of the 1993 Vienna World Conference on Human Rights, as well as a summit on the Sustainable Development Goals (SDGs), what could be the value-added of the SOF? And perhaps the value-subtracted?
Overcoming statelessness in Thailand

» There are about 500,000 stateless people in Thailand, of whom over 100,000 are children. Recently, various national agencies, supported by UNHCR and Unicef, hosted a national consultation on statelessness. It was a timely opportunity to identify preferred directions.
Building bridges from Asia to Africa the right way

» The quest to build bridges between Asia and Africa is longstanding. A Chinese Admiral -- Zheng He -- led a series of voyages from East Asia to East Africa, down to Kenya and possibly Zanzibar, from the year 1405. The ships he navigated were enormous -- about 400 feet long and 100 feet wide (122 metres by 30.5m) -- especially when compared with Christopher Columbus' Santa Maria, which was about 70 feet long. For centuries, people have also migrated and traded between the two regions.
Oceanic ripples as our common heritage

» There are currently three key issues pertaining to the marine environment: climate change, loss of biodiversity and pollution. The world's oceans are affected by the degradation of the land, sea and air, which have enormous consequences for the well-being of all living beings, including marine life. The advent of a new international agreement on the protection of the oceans is thus welcome and needs to be followed up effectively.

» The recent death of a Uighur man -- who had sought refuge in Thailand and was subsequently detained for nearly a decade, was a sad reflection of the unbalanced response towards persons who seek refuge, or "refugees", in this country. Various groups currently seek protection from persecution, armed conflicts and key human rights violations in their country of origin, and they deserve to be treated decently and humanely.
