Providing a programme leading to the needed reform of law on illicit drugs is even less clear. In just the past few weeks, senior officials and ministers have indicated, rather, that they expect to renew and redoubled the "war on drugs" policies that have failed so badly.

The national police commission must show the public it can get to the bottom of those incidents fairly and effectively. Transparency and impartiality must be seen to be applied to every step in the process of the investigation. Any decision to charge, or not charge, anyone involved in the case must be backed by solid evidence.
