» Most of the time, it was somebody riding a motorcycle. Almost half of the time, it was somebody who was drunk. A quarter of the time, it was somebody who was speeding. There were times when death was caused by a combination of these factors, and times when drivers, riders and passengers had done nothing other than be in the wrong vehicle on the wrong road. In every case, it was a death that could have been prevented.
