URBAN SPRAWL HAS KILLER CONSEQUENCES FOR RESIDENTS

» หวั่นอันตรายจากปัญหาเครนถล่ม หลังถูกปล่อยทิ้งร้างยอดตึกสูง “วอร์เตอร์ฟรอนด์” นานหลายปี เมืองพัทยาเร่งประสานผู้รับเหมาดำเนินการให้แล้วเสร็จใน 15 วัน จากกรณีที่ บ.บาลีฮาย จำกัด เจ้าของโครงการ "วอร์เตอร์ฟรอนด์ สวีท แอนด์ เรสซิเดนท์" ถูกเมืองพัทยาออกคำสั่งระงับการก่อสร้างโครงการ เนื่องจากมีปัญหาหลายประเด็นด้านผลกระทบสิ่งแวดล้อมและผังเมือง รวมทั้งโครงสร้าง และพื้นที่ส่วนเกินของอาคารที่ดำเนินการไม่ตรงตามแบบที่เสนอ มาตั้งแต่วันที่ 16 กันยายน 2557 หรือกินเวลานานกว่า 3 ปีแล้ว และยังไม่มีทีท่าว่าจะดำเนินการต่อเมื่อใดนั้น ล่าสุดพลตำรวจตรี อนันต์ เจริญชาศรี นายกเมืองพัทยา เปิดเผยว่าสำหรับโครงการนี้สร้างความกังวลให้กับประชาชนและนักท่องเที่ยวเป็นอย่างมาก ในเรื่องของการติดตั้งเครนขนาดใหญ่บนตึกวอเตอร์ฟร้อน์ท์ซึ่งมีความสูงหลายสิบชั้น โดยหวั่นว่าโครงสร้างของเครนดังกล่าวถูกติดตั้งตากแดด ตากลม ตากฝน มานานหลายปี โดยไม่ได้ใช้งาน อีกทั้งไม่ได้มีการตรวจสอบมาตรฐานของโครงสร้างอย่างสม่ำเสมอ จึงอาจเกิดการชำรุดผุกร่อนหรือสุ่มเสี่ยงต่อการโค่นล้มลงมายังพื้นด้านล้างได้ เหมือนโครงการข้างเคียงที่เกิดปัญหาเดียวกันในช่วงเดือนที่ผ่านมา ซึ่งกรณีนี้อาจสร้างอันตรายให้เกิดความสญเสียอย่างรุนแรงได้ กรณีนี้จึงได้เร่งประสานไปยังผู้รับเหมาก่อสร้างโครงการที่ได้ติดตั้งเครนดังกล่าวไว้ในช่วงที่ผ่านมา เพื่อ ให้ดำเนินการเคลื่อนย้ายเครนออกจากอาคารดังกล่าว จนกว่าจะมีข้อยุติเรื่องของการดำเนินการต่อไป เพื่อลดความสุ่มเสี่ยงที่อาจก่อให้เกิดอุบัติเหตุร้ายแรงได้ ที่สำคัญจากการตรวจสอบล่าสุดพบว่าอุปกรณ์ต่างๆของเครนทั้งระบบไฟฟ้าต่างๆก็ถูกคนร้ายโจรกรรมไปจนหมด และไม่สามารถใช้การได้ ที่สำคัญช่วงเวลานี้ยังมีปัญหาเรื่องของคลื่นลมในทะเลซึ่งอาจส่งผลให้เครนเกิดการเคลื่อนตัวและทรุดลงมาได้ ซึ่งเบื้องต้นได้ประสานผู้รับเหมาไปแล้วและได้รับคำยืนยันว่าจะดำเนินการเคลื่อนย้ายอุปกรณ์ดังกล่าวทั้งในส่วนของเครน นั่งร้าน และวัสดุเกี่ยวกับการก่อสร้างออกจากพื้นที่ภายในระยะเวลา 15 วันจากนี้ ...Published caption : A construction crane has been left at this abandoned construction site in Pattaya since 2014, causing safety concerns among residents.
