(“Samsung”), Petrofac South East Asia Pte. Ltd. (“Petrofac”), and Saipem Singapore Pte. Ltd. (“Saipem”) (collectively, the “UJV – Samsung, Petrofac, and Saipem”), which have severe liquidity issues to undertake the Clean Fuel Project, resulting in the issue of overdue payments to the subcontractors.
