They have proved that the worst planning and excuse-making can be overcome. Authorities seemed stunned last October when floods inundated the historic airport and air force headquarters next door. The renewal of flights and airport services yesterday is a tribute to those who picked up the challenge and succeeded in opening the runway and facilities.
