» ชัยยศ ผู้พัฒนพงษ์/พัทยา เจ้าท่าพัทยา เดินเครื่อง “Pattaya Model” ยกระดับความปลอดภัยทางน้ำ ติดตั้งทุ่นเครื่องหมายบนพื้นที่ 4 ตารางไมค์ทะเลกลางอ่าวพัทยา สร้างความเชื่อมั่นให้นักท่องเที่ยวในการสัญจรและเล่นกิจกรรมทางน้ำ นายเอกราช คันธโร ผู้อำนวยการสำนักงานเจ้าท่าภูมิภาคสาขาพัทยา เปิดเผยถึงแผนความปลอดภัยทางทะเล ภายใต้แผน “พัทยาโมเดล” ว่าสำหรับการจราจรทางน้ำในพื้นที่เมืองพัทยาเป็นการเดินทางในพื้นที่ระหว่างฝั่งพัทยาไปยังเกาะล้าน ซึ่งมีพื้นที่มีการจราจรทางน้ำที่หนาแน่นมาก ในช่วงที่ผ่านมาที่มีนักท่องเที่ยวชาวต่างชาติเดินทางมาท่องเที่ยว โดยพบว่าที่ผ่านมามีเรือที่วิ่งสัญจรไปมาบริเวณอ่าวพัทยาทั้งเรือโดยสารและเรือท่องเที่ยวมากว่า 1,500 ลำ บนพื้นที่ 4 ตารางไมล์ และเป็นพื้นที่ที่มีความกำจัดสำหรับจำนวนเรือที่มากขนาดนี้ ซึ่งนักท่องเที่ยวที่เดินทางมาท่องเที่ยวในเมืองพัทยาตั้งปี 2560 มีจำนวนเพิ่มมากขึ้นอย่างต่อเนื่องถึง 10 ล้านคนจนมาถึงในช่วงที่มีการแพร่ระบาดของโรคโควิด-19 ส่งผลให้นักท่องเที่ยวลดลง เนื่องจากประเทศยังปิดไม่ให้นักท่องเที่ยวเดินทางเข้ามาในประเทศไทย ทั้งนี้นักท่องเที่ยวครึ่งหนึ่งของ 10 ล้านคนที่เดินทางมายังเมืองพัทยาจะมีการเดินทางและการทำกิจ กรรมทางน้ำ ดังนั้นความปลอดภัยของการเดินทางน้ำจากต้นทางไปปลายทางถือเป็นสิ่งที่สำคัญรวมถึงเป็นการสร้างความเชื่อมั่นให้กับนักท่องเที่ยวที่เดินทางมายังเมืองพัทยา กรมเจ้าท่าได้เล็งเห็นถึงความสำคัญและสร้างความเชื่อมั่นในการเดินทางท่องเที่ยวจึงได้กำหนดมาตรการและแผนพัทยาโมเดลขึ้น เพื่อยกระดับความปลอดภัยในการสัญจรทางน้ำในเมืองพัทยา ซึ่งประกอบไปด้วย 5 มาตรการ โดยจะเน้นเรื่องของการจัดระเบียบการเดินเรือ เนื่องจากพื้นที่บริเวณทางน้ำของเมืองพัทยายังไม่มีการกำหนดกฎติการของการเดินเรือและสร้างความเข้าใจให้ผู้ควบคุมเรือได้มีความเข้าใจตรงกัน ของกฎหมายการเดินเรือทั่วไปที่ทุกประเทศปฏิบัติ เพื่อให้การจราจรทางน้ำมีความปลอดภัยมากยิ่งขึ้น ผู้อำนวยการสำนักงานเจ้าท่าภูมิภาคสาขาพัทยา เปิดเผยต่ออีกว่ากรมเจ้าท่าได้มีการดำเนินการติดตั้งทุ่นเครื่องหมายทางน้ำต่างๆในพื้นที่พัทยา ทั้งทุ่นเครื่องหมายจำกัดความเร็ว ทุ่นเครื่องหมายแบ่งพื้นที่ในการเล่นกิจกรรมทางน้ำ ซึ่งทุ่นเครื่องหมายเหล่านี้ถือมีความจำเป็นในการแบ่งโซนนิ่งเพื่อสร้างความเข้าใจของพื้นที่ในการใช้พื้นที่ทางน้ำที่กำจัดให้เกิดความคุ้มค่าและก่อให้เกิดความปลอดภัย รวมถึงการติดตั้งทุ่นที่บอกถึงเส้น ทางการเข้าท่าเรือ ทุ่นขาวแดงในการกำหนดร่องน้ำของการเดินเรือ เพื่อให้ผู้ควบคุมเรือเข้าใจในแนวปฏิบัติในการเดินเรือได้อย่างถูกต้องและเป็นไปตามกฎกติกาสากลกำหนด ทำให้เกิดความปลอดภัยต่อนักท่องเที่ยวได้สูงสุดระหว่างการเดินทาง โดยกรมเจ้าท่าได้รับงบประมาณในการดำเนินการติดตั้งทุ่นเครื่องหมายในพื้นที่เมืองพัทยาแล้ว 2 เฟส คือในปี 2558 ได้รับงบประมาณจากกระทรวงการท่องเที่ยวและกีฬา ผ่านเมืองพัทยาในงบ ประมาณ 29 ล้านบาท ในการดำเนินการติดตั้งทุ่นเครื่องหมายในพื้นใกล้เคียง และในเฟสที่ 2 ได้รับงบประ มาณจากเมืองพัทยา 59 ล้านบาท ในการติดตั้งทุ่นเครื่องหมายที่สามารถบอกตำแหน่งของทุ่นได้จาการมอนิ เตอร์บนสถานี โดยหากเกิดทุ่นสูญหายไปจากตำแหน่งที่ติดตั้งจะมีสัญญาณเตือนให้เจ้าหน้าที่เข้าแก้ไขให้กลับมาสู่สภาพเดิม โดยในส่วนที่จะดำเนินการต่อไปจากนี้กรมเจ้าท่าได้รับงบประมาณจากEECจำนวน 69 ล้านบาท ในการติดตั้งทุ่นเครื่องหมายเพิ่มในพื้นที่ที่ยังเหลืออยู่ ซึ่งขณะนี้อยู่ระหว่างการดำเนินการ ภายใต้การบริการงานระหว่างโยธาธิการจังหวัดชลบุรีและกรมเจ้าท่าพัทยา โดยจะดำเนินการในปี 2564 นี้ ++++++++++++++++++Published caption::Chains of buoys are laid in Pattaya Bay to clearly differentiate areas for water traffic and other activities. The property has 406 rooms. The Dream rooms on the west side of the 18-storey building, like the one I stayed in, come with a sea view. I recommend you pay a little more for one of these rooms rather than the Sleep rooms on the city-view side.

» Pattaya's Beach Road is lined with tons of tourist accommodation. Unlike other upscale properties on the strip, this 18-room hotel boasts a very short distance between the guest rooms and the sea. Literally, it takes just a few minutes to walk from your bed to the beach. Soon after my latest visit to the hotel, the second wave of Covid-19 struck. Pattaya is now open to tourism once again, and so is the hotel.
