Foreign Minister Don Pramudwinai said he had raised the issue last month during a visit by Chinese counterpart Wang Yi. It is a wise move by Beijing. » พลอากาศเอก ประจิน จั่นตอง รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงยุติธรรม และ พลตรี ดร. สมหวัง ทำมะสิด รองรัฐมนตรีกระทรวงป้องกันความสงบ ในฐานะหัวหน้าคณะผู้แทนลาว ชี้แจงผลการประชุมทวิภาคีไทย-ลาว ครั้งที่ 17 พลอากาศเอก ประจิน จั่นตอง รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงยุติธรรม ในฐานะหัวหน้าคณะผู้แทนไทยเป็นประธานการประชุมทวิภาคีไทย-ลาวฯ เรื่อง ความร่วมมือด้านการป้องกันและปราบปรามยาเสพติด ครั้งที่ 17 โดยมี พลตรี ดร. สมหวัง ทำมะสิด รองรัฐมนตรีกระทรวงป้องกันความสงบในฐานะหัวหน้าคณะผู้แทนลาวร่วมด้วย ซึ่งการประชุมดังกล่าวถือเป็นกลไกความร่วมมือระหว่าง สำนักงาน ป.ป.ส. และสำนักงานเลขาธิการคณะกรรมการแห่งชาติลาวเพื่อตรวจตราและควบคุมยาเสพติด เพื่อแลกเปลี่ยนข้อมูลข่าวสารในการร่วมกันแก้ไขปัญหายาเสพติด ซึ่งทั้งสองหน่วยงานได้ดำเนินการร่วมกันมาเป็นเวลากว่า 27 ปี ณ ห้องประชุมแอสเตอร์ โรงแรม เดอะ เซนต์ รีจิส ปทุมวัน กรุงเทพมหานคร ในการประชุมทวิภาคีไทย-ลาวฯ ครั้งที่ 17 นี้ พลอากาศเอก ประจิน จั่นตอง รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงยุติธรรม ในฐานะหัวหน้าคณะผู้แทนไทย และ พลตรี ดร. สมหวัง ทำมะสิด รองรัฐมนตรีกระทรวงป้องกันความสงบ ในฐานะหัวหน้าคณะผู้แทนลาว ได้เห็นชอบและรับรองผลการประชุมระดับเจ้าหน้าที่อาวุโส ซึ่งจัดขึ้นในวันพฤหัสบดีที่ 10 มกราคม 2562 โดยมีนายนิยม เติมศรีสุข เลขาธิการ ป.ป.ส. เป็นหัวหน้าคณะผู้แทนไทย และพันเอก อ่อนผิว โค้งเวียงทอง เลขาธิการคณะกรรมการแห่งชาติเพื่อตรวจตราและควบคุมยาเสพติด สปป.ลาว เป็นหัวหน้าคณะผู้แทนฝ่ายลาว การประชุมทวิภาคีไทย-ลาวฯ เรื่อง ความร่วมมือด้านการป้องกันและปราบปรามยาเสพติด ครั้งที่ 17 มีผลการประชุมที่สำคัญ คือ 1. ประเด็นด้านการปราบปรามยาเสพติด ทั้งสองฝ่ายเห็นชอบแผนปฏิบัติการความร่วมมือไทย - สปป.ลาว เพื่อการแก้ไขปัญหายาเสพติดร่วมกัน กรอบระยะเวลาการดำเนินงาน 4 ปี ระหว่าง พ.ศ.2562 - 2565 เน้นการแลกเปลี่ยนข้อมูลเพื่อนำไปสู่การสืบสวนขยายผลของคณะทำงาน นอกจากนี้ฝ่ายลาวยังยินดีที่จะส่งผลการวิเคราะห์ยาเสพติด ภาพถ่าย ตัวอย่างยาเสพติด รวมถึงลักษณะการบรรจุหีบห่อของยาเสพติดที่จับกุมได้ใน สปป.ลาว ให้แก่ฝ่ายไทย เพื่อจะได้มีการศึกษาและวิเคราะห์ร่วมกันต่อไป 2. ประเด็นด้านการพัฒนาทางเลือก ฝ่ายไทยโดยมูลนิธิโครงการหลวง สถาบันวิจัยและพัฒนาพื้นที่สูง (องค์การมหาชน) และ สำนักงาน ป.ป.ส. ร่วมมือกันสนับสนุนองค์ความรู้และงบประมาณอย่างเต็มรูปแบบแก่ฝ่ายลาวในการดำเนินโครงการพัฒนาทางเลือกในพื้นที่หมู่บ้านอุดมไซ เมืองเวียงทอง แขวงบอลิคำไซ สปป.ลาว เพื่อแก้ไขปัญหาการลักลอบและลำเลียงพืชเสพติดจากพื้นที่ดังกล่าวเข้ามายังประเทศไทย 3. แผนปฏิบัติการแม่น้ำโขงปลอดภัย ทั้งสองฝ่ายเห็นชอบให้มีการดำเนินการตามแผนปฏิบัติการแม่น้ำโขงปลอดภัย 6 ประเทศ ระยะเวลา 4 ปี ระหว่าง พ.ศ.2562 – 2565 สานต่อการดำเนินการลาดตระเวนทางน้ำในพื้นที่ จังหวัดเชียงรายกับแขวงบ่อแก้ว จังหวัดหนองคายกับแขวงนครหลวงเวียงจันทร์ และจังหวัดนครพนมกับแขวงคำม่วน โดยฝ่ายไทยได้สนับสนุนเรือลาดตระเวน 1 ลำ พร้อมทั้งจัดฝึกอบรมการควบคุมและซ่อมบำรุงเรือให้แก่เจ้าหน้าที่ลาว เพื่อประโยชน์สูงสุดในการแก้ไขปัญหายาเสพติดร่วมกันPublished caption : Deputy Prime Minister ACM Prajin Juntong and Lao Deputy Minister of Public Security Maj Gen Somvang Thammasith, right, agree to cooperate on halting drug trafficking after meeting in Bangkok yesterday.
