ยป In 1999, more than 100 countries converged on Mozambique's capital, Maputo, for the first formal meeting of the Ottawa Treaty, or the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction, which had taken effect just weeks earlier. This was an exciting moment for the International Campaign to Ban Landmines, which was still basking in the glow of its 1997 Nobel Peace Prize.
